  A Number of Observations on How to Carry Out the L

In order to effectively implement the strategies of promoting our city''s economic leap-frog development and raising the level of scientific development thus obtaining the comprehensive competitiveness and strength, the Municipal Party Committee and the City Government decides to carry out “Longzhong Talents Plan” for enterprises and institutions and the main types of markets in independent introducing and training of creative high-level talents or talents team in business starting through government funding, incentives, venture capital financing, guarantee loans and other related preferential policies starting from this year.

I.  Conditions of the Objects to be Introduced in
1.  High-level talents or talents team with foreign or domestic experiences in innovation and business starting, with independent intellectual property rights and patents and advanced technological achievements which are great enough to fill the gaps in our country and with big potential for industrial production in the market.
2.  High-level talents or talents team belonging to a foreign or domestic subject or technological field with highly technical scientific research achievements and wide prospects of market development.
3.  High-level talents or talents team with technologies, projects and fund which can lead our city''s industries in the fields of automobile and its parts, food processing, textiles, new energy and energy-saving control, biology and medical biological chemistry, new materials, mechanical and electrical integration, electronic information, medical and health, modern agriculture and modern service, etc.
4.  The main person who is in charge of a state-level key laboratory, an engineering research center or a provincial or above scientific research project; the senior management personnel of an international company, big or medium sized enterprises; the similar level but belonging to the shorted and urgently needed senior management personnel or professional technical personnel in the industrial development of the city''s enterprises and institutions.

II.  Supporting Policies
(1) For the high-level talents or talents team with projects
1.  Business starting financing. After the discussion and approval by experts and government officials, the newly set up enterprise by the high-level talents or talents team will get the municipal technical finance in the first month after the registration respectively RMB3,000,000 yuan, RMB2,000,000 yuan or RMB1,000,000 yuan as the business starting fund in accordance with the key projects recommended, preferential projects recommended, or common projects recommended, only to return the fund after the enterprise profits.
2.  Risk investments and guarantee loans. After the discussion and approval, the development in a high-tech project with market need or industrial production will be provided the support of provincial risk investments and guarantee loans according to the project level and the investing need and will get RMB1,500,000 yuan to RMB3,000,000 yuan as the guarantee loans from the Guarantee Center for the Small and Medium Sized Enterprises.
3.  Preferential working site and housing. The City Government provides no less than 100 square meters as working place and 100 square meters as housing for the high-level talents and the team of the investing enterprise of business starting free of rent for three years. Among them, those who have completed the formalities of settlement, will get respectively no less than RMB150,000 yuan, RMB100,000 yuan or RMB50,000 yuan as settling-in allowance from the City Government in accordance with the key project recommended, preferential project recommended, or common project recommended after discussion and approval.
4.  Government incentives. To the enterprise founded by introduced high-level talents, the local financial income from enterprise income taxes will be fully awarded to the enterprise for research and development or expanding production for three years. To the high-level talents or the members of the team, the local financial income from personal income taxes will be fully awarded to the personals for three years. The same sums of incentives from the state or provinces will be awarded  by the city government to the people with the highest state science and technology award, natural science award, technology invention award, science and technology progress award, Hubei provincial award for outstanding contribution in science and technology; natural science award, technology invention award, or science and technology progress award ranking the second or the above.
5.  Supporting the participation in distribution through technical achievements. To those who invest and own shares by means of technical achievements, after estimation, according to the agreement of the investors, the technical achievement can be invested as shares from 30﹪to 70﹪ of the registered capital. To those who change technical achievements into production by cooperation, after putting the achievement into usage and five years after the project profits, no less than 15﹪ of the net profit from the newly added tax will be awarded to the achievement fulfiller every year. Employers are encouraged to incentive the high-level talents and the creative teams by means of equity and option.
6.  Science and technology support. The approved state or provincial creative pilot enterprises will get respectively no less than RMB600,000 yuan or RMB300,000 yuan as fund support for the science and technology project. The enterprises that have been approved as state or provincial model patent (pilot) ones will get respectively no less than RMB400,000 yuan or RMB200,000 yuan as reward.
7.  Financing in further education and academic exchange. After examination and approval when joining in domestic or foreign academic exchange, training or seminar, the high-level talents will get no more than twice financial aid in travel cost from the government every year.
8.  Other policies. After application, the high-level talents and the members of the creative team as well as the spouse can be introduced and properly arranged for work. Their children will get preferential and wonderful school education or nursery service.
(2)  For the shorted and urgently needed high-level talents without projects
1.  Associated Preferential Treatments. The high-level talents or talents team can enjoy the preferential policies of Risk Investments and Guarantee Loans, the Government Incentives, Supporting the Participation in Distribution through Technical Achievements, Financing in Further Education and Academic Exchange and Other Policies which are listed above.
2.  Preferential Housing. After examination and approval, the high-level talents who have completed the settlement formalities will be provided no less than RMB50,000 yuan as the settlement cost from the City Government; those who have not completed the settlement formalities will be provided no less than 100 square meters as housing by the City Government free of rent for three years.
3.  Financing in Scientific Research. They will be provided a lump sum of no less than RMB300,000 to RMB1,000,000 yuan for each project as the finance of scientific research from the city’s Science and Technology Fund according to the level of the project (key projects recommended, preferential projects commended and common projects recommended). And the enterprise or the unit should provide the matched scientific research fund.

III.  Supporting Policies for the Local High-level Creative Business Starting Personnel
Five to ten of the local high-level creative business starting talents or the team who conform to the following conditions, after spontaneous application and the organization’s examination and approval, will be determined and given a focus support and could enjoy the Associated Preferential Treatments and Financing in Scientific Research policies listed above.
1.  With advanced professional technologies, with important contributions in the frontier research in their subject or field; with strong leading and management abilities; with strategic eyesight and could follow the development trend of the subject or field, and playing the leading role in promoting the science and technology progress.
2.  Owning an excellent creative team
3.  The applied project belongs to the key technology or key technical development project that is urgently needed in our city’s industrial development and with creative abilities.


IV.  The policies of financing newly set up scientific research workstations
1.  After the examination and approval, each of the newly added scientific research workstations and mobile stations for post doctorates will be subsidized by the City Government RMB200,000 yuan; the post doctorate in it will be given RMB50,000 yuan finance and life allowance; the funds the post doctorate needs to begin the scientific research can be applied as science and technology development funds according to the related regulations; the post doctorate who leaves the station but stays in Xiangfan can enjoy the treatment as high-level shorted and urgently needed talents; the newly built post doctorate industrial base will be financed a lump sum of RMB100,000 yuan.  
2.  After the examination and approval, the newly built state level independent scientific research institute will get a focus support of 5 to 8 million yuan from the City Government; the independent research and development centers and key laboratories built in Xiangfan by state level scientific research institutes or key universities will be financed no more than 2 million yuan after certain approval; after the provincial approval, the newly set up foreign or outside independent research and development institutes of our city will be financed a lump sum of no more than 1 million yuan by the City Government. The high-level talents who get into the scientific research institutes listed above enjoy the equal treatment to shorted and urgently needed high-level talents.

V.  Leading in Methods
(1) The leading-in of creative or business starting high-level talents or talents teams with projects.
1.  Announce the related matters through Hanjing Media Network of Xiangfan, China, Xiangfan Personnel Network, Xiangfan Party Construction Network, Xiangfan Science and Technology Information Network or other networks and the domestic media; organizing meetings to explain and introduce for the high-level talents inside and outside the land.
2.  Those who will apply may choose to visit Xiangfan Party Construction Network(http://www.xfdjw.gov.cn/), Xiangfan Personnel Network(www.xfrsrc.gov.cn)or Xiangfan Science and Technology Information Network(www.xfkj.gov.cn)to register and fill in the Application Form, the Plan Book of Business Starting for the High-level talents or Outstanding Creative Team to Xiangfan.
3.  The Personnel Office of the Municipal Party Community combined with the other related departments examines and verifies the qualifications of the applicants and the projects for the first time and then decides on the candidates which will be submitted to the Project Assessment Group. 
4.  The examination and approval of the projects includes that of technical experts and the comprehensive one. As to the former, the Technical Experts Group of Examination and Approval invites the authorized technical experts of the related subjects in the country to join them; as to the latter, the Comprehensive Group of Examination and Approval invites the experts of risky investment, finance, management and the provincial or the city’s leaders of the related functional departments and entrepreneurs to join in and give their opinions on the examination and approval. That will be followed by the mutual choice of the projects and the negotiation and assignment of the contracts.
5.  The high-level talents and the creative team invited to Xiangfan will be provided the travel and accommodation costs by the City Government.
(2) The leading-in of the shorted and urgently needed high-level talents and the team without projects
The procedures would be making the applications by the unit, announcing the talents need information by the related department, accepting and registering, examining and verifying the qualifications, providing the candidates, choosing of the accepting unit, examining and verifying by the experts, considering of the Personnel Work Leading Group of the Municipal Party Community, completing the formalities of the leading-in and implementing the related treatments.
The high-level talents or talents team decided and led in by the enterprises or institutions independently, need to, if they want to enjoy the related preferential policies, provide the related certification by their enterprises or institutions to the Personnel Office of the Municipal Party Community. After the examination and verification of the qualifications, the comprehensive checking of the experts and the examination and approval of the Personnel Work Leading Group of the Municipal Party Community, they can enjoy the related preferential policies.

VI. The Construction of the Vector
1.  Strengthening the capability of the Park Zones such as the High-tech Development Zone and the Shenzhen Industrial Zone of Xiangfan to take in the high-level talents.
2.  The major role of the enterprises and the institutions should be played. We will guide and support the enterprises and the institutions to construct mobile scientific research stations, working stations, and industrial bases for post doctorates.
3.  Constructing the City’s cooperation platforms between universities and scientific research institutes. We will strive for the universities and the scientific research institutes to cooperate and build science and technology parks, industrial bases for post doctorates, research institutes, etc. so that the platforms of state-level research and development of universities can be extended into our city.
4.  Setting up an consulting commission of domestic and foreign experts and scholars (mainly those of birth places in Xiangfan). We can develop members and organize nonscheduled activities, search for information, introduce and recommend Xiangfan, recruit talents and personnel, take in business and capital by means of annual meeting and internet.

VII.  The Working Mechanism
1.  Longzhong Talents Support Plan is to be carried out under the leadership of the Talents Work Leading Group of the Municipal Party Committee. And the office is in charge of the work of organizing, coordinating, leading, checking, supervising, introducing and training of the high-level talents and the creative teams.
2.  The cooperation among the departments should be enhanced. The government’s science and technology fund combined with the guarantee loans and the special personnel fund should be in support of the Longzhong Personnel Support Plan as well as more financial input in accordance with the actual situation. Under the unified leadership and the arrangement of the Talents Work Leading Group of the Municipal Party Committee, all the departments and units including the Organization, Personnel, Finance, Development and Reformation, Economic Commission, Education, Foreign Affairs, Public Security, Industry and Commerce, Taxation, Customs, Laboring, Agriculture, and the Development Zones are to shoulder the respective responsibilities, make the implementation details, work out the working systems, build up the green channels and fulfill the tasks completely.
